DUTY STATEMENT
POSITION TITLE: INDIGENOUS OFFICER
RESPONSIBLE TO: HEAD OF RELIGIOUS EDUCATION AND CURRICULUM SERVICES THROUGH THE SENIOR OFFICER, CURRICULUM AND PEDAGOGY (NUMERACY)
DATE: APRIL 2009
PURPOSE:
To contribute to the mission of the Catholic Education System of the Archdiocese of Canberra and Goulburn by personal example of commitment, leadership and service to school communities and Indigenous communities in Indigenous education within the Curriculum and Pedagogy (Numeracy) Team. The role aims to provide leadership and services to enhance the learning outcomes of Indigenous students and to further develop the understanding of Indigenous perspectives within the Catholic tradition and ethos of the Catholic Education Office and Catholic schools in the Archdiocese.
PRINCIPAL ACCOUNTABILITIES:
1. Implement strategies to engage families of Indigenous students in school communities, by encouraging them to become involved in the decision making process in partnership with principals and teachers. This includes promoting Catholic education as a genuine option for Indigenous students in the Archdiocese.
2. Perform the duties of Executive Officer for the Archdiocesan Indigenous Education Advisory Committee.
3. Represent the Indigenous education interests of the Catholic Education Office as required by the Director at meetings of State and National bodies including the CECNSW Aboriginal Advisory Committee, the ACT Indigenous Education Consultative Body and NATSICC.
4. Build local community networks through partnerships between the Catholic Education Office and other educational bodies (eg ACU, CIT, ANU, UC, and SIP). This will include:

Provide support to principals and school staff in collaboration with other CEO officers by providing advice and support on Indigenous education including: cultural awareness; community protocols; programs such as such as Dare to Lead and professional development for Indigenous Education Assistants (IEAs).
6. Provide coordination, support and mentoring for IEAs through school principals. Brief the Senior Officer: Curriculum and Pedagogy (Numeracy) on performance of IEAs in their schools and any emerging issues related to IEAs.
7. Coordinate and promote major Indigenous celebrations/events including coordination of NAIDOC week activities, NAIDOC awards, NAIDOC Mass, Reconciliation Week and Annual Indigenous Education Retreat. Support Indigenous perspectives within Archdiocesan celebrations/events and in school faith development programs.
8. Manage Commonwealth Government reporting requirements for Indigenous education in a timely manner negotiating on performance targets as required.
9. Provide strategic advice to the Senior Officer and Head of Religious Education and Curriculum Services on Indigenous education policy, funding arrangements and monitoring of projects within Archdiocesan schools.
SELECTION CRITERIA
Religious Education & Curriculum Services: Indigenous Officer
Applicants must address the Selection Criteria.
Applicants will be assessed on demonstrated evidence of:
1. Commitment to the ethos of the Catholic faith and an understanding of the Church’s Mission in Catholic education.
2. Education qualifications at graduate level and successful experience supporting Indigenous students.
3. Understanding of issues facing Indigenous students and their family and the ability to identify successful strategies to address these priorities.
4. Highly developed organisational skills including the ability to manage competing priorities.
5. Ability to support Catholic Education Office staff and schools to develop, implement and review Indigenous education at school and Catholic Education Office level, particularly in achieving national goals to ‘Close the Gap’ .
6. Effective facilitation and presentation skills in the delivery of professional development to staff in schools and Indigenous staff.
7. High level interpersonal and communication skills.
8. Well developed skills in leadership and demonstrated ability to work effectively as a team member.

EMPLOYMENT CONDITIONS
Religious Education & Curriculum Services: Indigenous Officer
The Religious Education & Curriculum Services: Indigenous Officer will be employed under the terms and conditions of the Catholic Education Office’s Officer and Senior Officer (Catholic Education Office Archdiocese of Canberra and Goulburn) Employment Conditions Policy and other relevant Catholic Education Office policies relating to employment and child protection.
1. Duration of Contract: The Religious Education & Curriculum Services: Indigenous Officer initial appointment will be for three (3) years and is deemed to be the first contract period.
Ordinarily, at the completion of the first contract period, the option for renewal of the contract will be subject to the following: a successful performance review held in the final year of the contract term, the future availability of the position, and the particular needs of the system and the employee.
Ordinarily, this position will be re-advertised in the final year of the second contract period. The employee may reapply for the position when advertised.
2. Employment Screening and Probity Checks: Employment is subject to satisfactory employment screening and probity checks as required under Child Protection legislation and CEO employment and related policies.
3. The successful applicant will commence duties as soon as possible.
4. The position is classified as Officer, Band 1, Level 4, Step 3. This is a full-time position.
5. The commencing salary will be $87,735.
6. Annual Leave is twenty (20) working days per annum. This is ordinarily to be taken during school vacation periods.
7. Hours of work will be usually between 8.30 am to 5.00 pm Monday to Friday. The successful applicant will be expected to work outside these hours, as requested from time to time, depending on the needs of the schools and the Division.
8. Developmental Staff Appraisal is conducted annually with all CEO members of staff.
9. A formal review of performance will be undertaken in the final year of the contract period.
10. Under the Superannuation Guarantee Legislation the CEO contributes 9% superannuation to an employer chosen superannuation fund. The funds available are:
A voluntary superannuation scheme is available in this Archdiocese for employee contributions to a fund of your choice.
The Employment Conditions Policy at clause 13.5 provides for an additional 1% Superannuation to be paid from 1 July 2005. Payment of this additional Superannuation is dependent upon the employee making a co-payment equal to the additional 1% being paid by the Employer.
